[Diy_efi] Need help with diy-wb, Vout = 2.48v

Well I built the thing that is at:
http://www.techedge.com.au/vehicle/wbo2/default.htm
which is a copy of the kit that most of you guys probably have with a
different PCB.
In any event, anyone have any ideas why mine doesn't work?
