VE tables - why?

Thinking about it this morning, I forgot why VE tables are used at all
in a MAF car.  Theoretically if I know the amount of air (MAF) and the
load (MAP) I can calculate the optimal amount of fuel (ignoring temp and
so forth).

Why would I need to know how efficient the motor is at a paricular RPM
unless I'm running in speed density?
