[Diy_efi] list admin stuff

There have been a few questions recently about delayed or missing
posts.  I switch the list between moderated and not as it seems
necessary.  If your posts are delayed it's most likely because you're
sending them from a different address than the one you subscribed
through.  Those end up in a queue for approval while others sail on
through.  To avoid this -- post from the correct address.
