DIY WB Heater Ramp Up at low voltage

I know, based on posts I've seen in the past, that the DIY WB requires about 14V+ in order to work properly.  At lower voltages, (say ~12.5V) does the heater circuit still attempt to heat the sensor (even though the LED probably won't come on), or does it not function at all?

The reason I ask is because I'd like to have the sensor start warming up before I actually start the car, but obviously without the engine running, the input voltage is going to be low (in the 12-13V range).  Will the heater still work to some degree at that voltage, or is it an all or nothing deal?

Just wasn't sure how the circuit works in that respect.  I'm not electronically inclined, to say the least...
