If you return to www.diy-wb.org, I think you'll find a more extensive test
procedure that may help isolate the problem (if there is one). There is
now a nice step by step test that does a much better job of testing than
the "tail lamp test." Note that the voltage requirement is such that you
need to start the car, typically.

In a word, YEP. The sensor heater needs to be active while the car is
running. It is apparently not an issue if the light flickers a bit, but it
is documented that running without an active heater will kill the sensor.
If the light goes out, it's better to be on the safe side and remove it
from the exhaust until you figure out what's happening.

I'm not part of the design team and have no EE style answers, but I read
the above on the Internet somewhere so it must be true. :)
