If the map locations of the Peugeot are the same as a Porsche 944, you
can open the bin file with a program called distrial, designed for Porsches
downloadable from the Promotive Engineering website.

Since you are trying to locate the map locations of the rev limiter, fuel,
and
ignition, the method I use is to use a hex editor such as UltraEdit32 and
randomly
change a group of values in the bin with something like a bunch of 22s, and
see what
is altered when it is mapped in distrial.  Through trial and error, myself
and others have
been able to locate the exact locations of all the mapable values and
reprogram the
eproms at will.
