Check the WB on a regulated 14V supply, and it should be 
steady.  You must have enough heat sink on the heater reg 
U1 to keep it from shutting down.

If the voltage from your power connection is less than you 
see at the alternator output stud and case, try powering it 
with a pair direct from there.
