It won't do a thing with regard to what the engine
will do.  You'll get the same amount of air into the
engine either way.

What it MAY do is change the amount of drag on the
turbo's impeller (depending on whether the restriction
of the throttle plate produces more drag on the
impeller than working against the pressure in the
intake manifold, or not), changing the speed at which
the turbo turns.  As long as your turbo can handle the
extra revs from a full throttle plate, there won't be
much change except the amount that the wastegate is
open will increase, possibly making the car noisier.
