[Diy_efi] list admin stuff

Anyone who's been around a while (like the ohio state days) probably
agrees that there's less signal and more noise today than there used to
be.  The list has been moderated for a while, that's why posts come
through in batches, and not much happens on weekends.  I have been and
will continue for a while to interpret the charter pretty strictly. 
That means any post with technical content will come through, but me
toos, chitchat, tests, posts without any technical content, etc. may get
dropped.  Dropped means they just never show up.  I'm adopting the rule
of the old hotrod list:  chartered as broadly as possible consistent
with noise suppression.  I don't plan on this as a permanent change, but
an effort for now to improve the content of the list.

That is, unless there's widespread disagreement.  It can be switched
back immediately.
