[Diy_efi] Smog pump and emissions testing question...

You have to portray the image that the cars worth the
family fortune.  Install that throttle stop.  I've
been known for adding zip ties to the throttle cable
to set limit.  Cinch them real tight and the cable
can't pull threw them.  Add as many as needed.
