Actually, I think I came up with a better solution...  I'm going to 
disconnect the actuator arms, and then tie the wastegate arms fully OPEN 
(internal wastegate).  That way the turbos will make ZERO boost.  In 
effect, I'll have a naturally aspirated car again!  In which case, it's a 
whole lot safer to run stoich AFR at high throttle rates.  I'm going to set 
the chip so it runs in closed loop mode all the time, and then probably 
will flatline all of the fuel trims to 14.7:1.  :-)
