[Diy_efi] Injector operation

I have a question re injector operation. As I understand it the current
method of injector operation is to fully open the injector for a given time.
I.e short time = little fuel and long time = lot of fuel.

So, why isn't the amount of fuel regulated by controlling how much the
injector opens rather than having the injector fully open always and
controlling the time.?
