[Diy_efi] 91 lincoln problems

hello all

I am having a problem with the electrical components on my 91 lincoln 
continental EEC-IV
the problem is this, i can be driving along ar just have it sitting and 
idleing then all of a sudden everything electrical cuts out then restarts  
if i am driving when this happens the engine will keep running but when it 
idles it will sometimes die completely i have had a scan tool on it and it 
gave me (if i remember correctly) code 563  DCL OR EIC failure any one have 
any ideas? i am rather stuck on this problem. also it usualy will run the 
battery dead even when the key is off (this condition pre-existed the other 
problem)
any thoughts?
