[Diy_efi] fuel injection at 2bar?

Here's a quick question about fuel injectors and fuel pressure: Since most
injectors are flow rated at 3bar fuel pressure, are they effective at all
*below* that point? A friend of mine is interested in using a 2bar pressure.
I fear that his fuel may just dribble out or that he'll just have poor
atomization in general. What sayeth ye?
