Definitely fix the leaky rails.  I've seen cars burn.  They're gone VERY
fast.  You don't want to experience that!

Drills as a general rule tend to cut oversize and
tri-lobular reamers cut cylindrical and to size...it's best
to drill undersize by a 64th or so and ream to size. You
could get an undersize drill and reamer on ebay or the store
if you dont have time. I'd take a spare piece of aluminum
drill an oversize hole, build up the walls with epoxy, then
drill and ream that to size to investigate how it works. If
it works then I'd take your fuel rails and do the same.
There are some other ways to get a round hole to size but
this should be the easiest with the equipment you have...
