I could have added more info regarding VE itself.  % VE is an 
indication of how efficient the air pump (engine) is at moving air 
in and out of the cylinders.  The more air that is allowed to enter 
and leave, the higher the fuel requirement will be, to achieve the 
correct A/F ratio.
