Yes, the surge tank needs 2 pumps, a low pressure one to fill the surge =
tank and another after to feed the engine.  Neither has to be in the =
tank.  As far as capacity, all you need is enough to feed the engine =
while going around a cloverleaf or making a U turn with less than 1/4 =
tank.

I got a used 4.3L TBI tank from an '85 Monte at the junkyard for $40.  =
Added a brand new sender from gmpartsdirect.com, and a Walbro 255lph =
pump, and was done for less than the cost of a new tank.  No hassles =
with the filler neck, it just bolted right in.  It's pretty easy to drop =
the tanks on these cars.  Mine's a '78 Monte Carlo.  I'd do the tank, =
since baffled ones are easily available.
