Yep, that's what I meant by lift pump... basically any low-pressure, decent
volume pump to feed the surge tank.  The surge tank then provides an
always-full supply of fuel to the pressure pump.  Most of the time, the
return line from the fuel rail feeds back to the surge tank, so that even
when the lift pump is drawing air, the pressure pump is recycling fuel
keeping the surge tank supply full.
Since the lift pump operates under very low pressure (volume is more
important than pressure) you can use any garden-variety filter to clean the
fuel before it hits the surge tank.  Ideally then, you'd never have to
change out the other "filter".
