There's a bit more to it than that, especially if the
injector driver(s) check for possible problems with
the system based on "return signal" from the
injectors.  But basically what you are asking for is
an existing product from the motorcycle world, a
DynoJet Power Commander III.  I believe they only have
models that can handle up to 4 cylinders, but you
could use two units for a V-8 without trouble, I would
think.  There are gross adjustments on the unit
(push-button), and you can map them with a laptop for
more detailed load/speed mapping.
