GM TBI injectors are pulsed.  They're low impedance injectors, so need a
peak/hold driver circuit.  TBI systems use RPM and MAP as the basic
inputs, with corrections for temperature, delta MAP, delta TPS (throttle
position).  They incorporate an O2 sensor to provide feedback for fuel
trim.  If building a system from scratch isn't one of your goals, then a
GM system may be a good starting point.  GM built a turbocharged 4 cyl
sunbird that you could look at.
