[Diy_efi] OT - Bear ignition analyzer

Already done, Geoff.  diy_efi is deliberately chartered as widely as
possible, although the notice at the top of the diy_efi page may not
read quite that way.  It was written back in 1996 or something, maybe I
should update it.  Anyway, if it's related to engine management, and not
more applicable to one of the other lists, then it's explicitly
acceptable on diy_efi.
