[Diy_efi] 95 chev ukon tbi350

can anyone help
tbi350 runs really rich when starting and cold ( black smoke ) to the point of fowling plugs.
temp sensor ok . oxy sensor ok . injectors test ok & dont leak. fuel pressure ok .
we dont see too many of these down in New Zealand . so any help would be appreciated
