Clair,
    If you were going to get a new steel tank, could the manufacturers 
could they adjust the fittings, holes, necks etc to your specification 
at manufacture?
It would obviously cost a bit more to have it customised in this way, 
but it may be the best alternative, by the time you spend days or weeks 
trying to do it yourself ...
just a thought.
