700R4 not shifting out of first.

Hi there..
 I personally have encountered two governor problems.
   The first was in a salvage yard 'working' 700r4-
    While changing the tailhousing for installation, I found blue plastic which turned out to be the governor gear. Replaced it no
problems yet.
    The other-
I replaced the "stock" 700r4 governor w/ one out of a Thm350 or THM250 in a quest to lower the shift point.  (incidently they are
interchangable, I drive the car everyday)  Afterward the car would shift out of first for the first three miles, on some mornings.
Futher inspection revealed that this particular governor didn't had the rolled pin through the govermor gear.  (That is:  The
governor was drilled for it, the gear was not, and no pin)  I drilled the gear, installed a pin and it has worked fine since.
