Play with the timing/fuel some, and you'll see that you get to the chicken,
and the egg routine.   Timing/mixture, can affect MAP readings.
  BTW, wide open for IAC is more like 250.
You might try reducing that, IAC count just as an experiment.
With my TBI (and custom pintle), had cold idle down to 1100, in -0dF temps,
and smooth, then hot idle was 650 in gear, the transistion was very linear.

| like 15.   So something is causing me to have more air flow (IAC is
| wide open), but less vacuum, and whatever it is goes away.
