I've observed the computer industry to apply labels before the EPROM is
programmed. The labels might be applied by hand in Mexico at
50cents/hour, while the EPROM is burned on demand on the production
line. So - GM may have prelabeled a bunch of chips, discovered that
they have too many, and used them for other purposes.
