Whatssa B/L cell?

The memcal (P4), sets how many cells there are, and then they are stored in 
some RAM in the ecm?.
  Then the PID of the code takes care of "looking" for the right mixture?.
In theory you caould have a cell that was 4 blocks all by rpm at say 90+ 
K/Pa?, right?.
