ECM fault?

Yes, I think that's the case and I don't have the O2 or related problem
after all.
Then the only alternative left is to eliminate ECM and run on propane for
the test. I don't know how would I still get the ignition system to run
without ECM control.

Actually got thinking of that... Response at idle will be slower, because 
the exhaust is much cooler and the flow is much slower.  That's why PCM's 
without heated O2 sensors have an open loop idle with Fuel cal set in a 
fixed table and it's usually A/F ratio Vs RPM Vs Engine Temp
