V6 calibrations, (TCC)

Well, it appears that way from the code. If it is blipping the A/C, it has
to be for a short time. In my testing I couldn't tell whether it was
happening or not.

The A/C Request would mirror the tcc lock change. But I do not
know if the A/C clutch actually did blip. It was also cool out and
the compressor didn't want to stay running for long.
