BIN FILES

Ok I have a bin file for my prom, how do I open or interpret it.  I can't
read hexadecimal!!!.  My multivibrator did not work for bypassing vats.  I
have access to a EPROM eraser and burner.  (My uncle is into this stuff for
his satellite business  (building descramblers etc).)  How do I get rid of
the VATS on the prom,  Do I have to take one of the three chips out of the
long blue carrier? If so which one? What do you do with it?
