Usually, yes, however often one can "get away" with having a darn close
tool rather than the right tool.  To drill bungholes on your intake, a
mill is a better choice.  That's the -right- too, but I assure you, it
can be done on a drill press with the right bit.

Though, tools are good karma, so its a good excuse to buy a Smitty, or
equivilent :)
