VE#1 + VE#2 can I zero ve#2 until 3200 rpm??

Yeah I had thought of this, so at 3200 rpms is where i would start adding
them together
the main table would invariably have a lower number across the board at 3200
since it would always be added to the second table at 3200 and up. Maybe I
am overlooking something?  What I am looking for is a constant though so i
could just end up using 10  or some other random number if I cant use zero.
Thanks for pointing that out and refraining from putting Duh at the end :)
