VE#1 + VE#2 can I zero ve#2 until 3200 rpm??

Thats what I planned on doing and did. I just left the last row as is, and
zeroed out 400 rpm through 2800 rpm. Works fine actually (relatively..
tuning is still way off but im getting there)
