WB vrs NB info, LEAN CRUISE mode

In this version, it does lean under all but highway, and then just hammers a
fixed AFR.  No toggling to C/L for a check up.   There are probably several
different strategies, used, I think the early 90s cop car (fleet) TBIs do a
C/L check up.
