Well, not seeing the bin I can only speculate. There may be a slope variable
to extend ignition timing. Sometimes the PE SA can be from a table that
goes to 6400 rpm.

The same may be true for the VE%. Haveta' look at the whole bin. Have
you found any engine speed limiter? That would be a tell-tale sign of intent.
