In think no, because presented circuit is for programming those chips in
Commodore 64. There is no dual-porting or "host-switching" circuitry. But it
works so that chips are programmed by using C64 and then dropped to ECM
(haven't check pin-compatibility to 27(c)256 so can't be sure).
