Yes, there are some flash chips that can be used that way - however, the
ECM has to be doing the programming.  Or at least you'd have to add a
bunch of multiplexers to make the chip think the ECM is doing the programming.

The chips that can be read while being programmed can't "switch"
sectors.  The intended way of using them is to have one sector contain a
small bootstrap function that never changes.  This bootstrap function
knows how to download new code into the rest of the flash.
