OK let me summarize what's going on.  My brother has a '95 s10 blazer
with the 4.3L CPI engine with the 16193495 VCM.  This is the one that
was early OBDII.  His SES light comes on so we put an OTC scan tool on
it and pulled fualt code for cam sensor position.  He picked up a new
sensor to install and found that when he had the cap off he could turn
the rotor around while installed in the engine.  My feeling was that he
must have a loose driven gear on the distributor and it has just stayed
close enough to the alignment to allow the spark to jump since timing is
controled from the crank sensor on this engine.  Has any of you fooled
with one of these that can this is what the problem probably is or that
GM has done something that sounds incredibly scary to me.
