Yes the rotor is attached to the shaft with 2 screws.  But he was able
to lift the cap and easily rotate the rotor still attached to the shaft
without lifting the distributor.  So are you saying that the rotor is
attached to the shutter wheel and that is what is spinning or is it
attached to the shaft and the entire shaft is turning?  He has been able
to reorient the rotor 90 degrees or more without effort (may be more but
he didn't try).
