Mmmm, just took a look at your ECM picture and the page at -

16146451, the CPU!!, I've never seen a 68HC11 with all the extra's in a
28pin DIP package!!.
I'd say that I.C is the ROM, yep ROM!!.
Desolder it, read it off as a 27c128/256/512 till you some some valid data.
