For the PCM32 (as used in your Z28) there is a 'Mode $27' command. This is
the security access mode into the PCM.
The Scantool and PCM communicate to develop a key/password to allow access
to the PCM's security protected functions, like download/upload of the Flash
memory.
Unfortunately, the Password determination method is proprietary GM,
therefore not a standard, and not covered in the SAE Handbook. You would
need to figure that out first even before you tried to dump the Flash
contents.
Ah, no I don't know how it's done either.....
