I put an ecu file for the 7148 used in the 86-87 Buick turbo 3.8 Regals in
the incoming ftp area a few months ago.  This ecm was also used in the na
3.8's, but I don't know if all the tables are in the same place or not.
Look for cfi7148.ecu.  Also go to www.gnttype.org and you can get a
disassembly of the rom and eprom, and an excel spreadsheet of most of the
eprom tables (I only put in about half the stuff so far).
