VE and BLM cell edges

I also noticed that when I hooked up my scantool that the BLM cell stayed in 
cell 4 for a short while after going closed loop. I then noticed that it 
would be in another cell soon after that. I was too busy driving to notice 
when it would "act right". I still don't know why it did that. JW
