VE and BLM cell edges

the best answer I had was that I see in the VSS error section, a part where
it turns off learning.

maybe someone else knows the 'why'. I can guess that maybe since there is an
operational sensor failure they do not want to corrupt the learning already
done to the less frequently visited cells.
