'165 manual trans idle behavior.

This behaviour is not all that unusual. What happens is that after a cold
start the engine may need an IAC count of 110 to keep a reasonable
idle. You then pull out and drive for a few minutes before again coming
to a stop.

Now the engine has warmed up a bit & only needs an IAC count of
65 to idle. However, upon stopping the IAC goes to 110 first. It will
then adjust downward until a proper idle speed is obtained. Another
part of the idle control is that typically there isn't any until the vehicle
is at a full stop. Just a slight rolling forward is enough to prevent
idle control.

The code actually checks for 0 mph before allowing idle control. On
top of that, until the engine is fully warmed up there is only a lower &
upper limit to idle speed, no actual control of a particular set idle speed.
