Well, torque multiplication is RPM division.  The equation for HP is:

HP = RPM*Torque(ft-lbs)/5252

So, if the torque is multiplied and the rotational speed is divided by an
equal factor, HP comes out to be the same.  That's what the dyno is
calculating.
