   For this function, you don't need the ECM to do that for you. Leave the
ECM out of it.
   There were many GM cars built in the 70's that had an A/C cutoff switch
for WOT. It was a normally-closed plunger switch that was opened directly by
the throttle linkage when the throttle was opened up.
   I don't know specifically which models to go looking for on this, but I
once owned a '73 Chevelle Laguna with a 350 that had this setup.
   I suppose you could make an electronic switch that reads the TPS and
turns off the A/C at a certain throttle position, but the old plunger switch
would be a lot easier. I'm going to put one on my build.
