That sounds like it could be the Siemens system. The Siemens system
uses a lifter that has a solenoid valve inside that's basically a mutant
fuel injector. They pulsewidth-modulate the valve to alter the bleed
rate. They were trying to market it as a VVT system - put a humongous
square cam in there and just tell the lifters to wimp it down as needed.
