Idle too high. How do I adjust

I disabled the IAC. Yes it does idle @ 500, but now has trouble starting. It
doesn't seem to make a difference where I set the idle, the starting problem
remains w/o the IAC. Is it conceivable to use some type of relay to toggle
on IAC when starting?  (With the IAC, it starts immediately, and idles up
for a couple seconds then back down again. This is where, I think it would
be nice to disable it.) Any ideas?

The schematic at http://www.diy-efi.org/gmecm/ecm_info/1227747/747ecm1.jpg.
indicates that high gear sensor is on pin C7. My ecu has no wire there.
Also, the schematic indicates that park neutral sensor is active on ground.
Unless, Im not interpreting it correctly.
