Disabled MALF question

Some later code does have two flags. One to enable/disable the code and the
other to enable/disable turning on the SES. If the code is not an emissions
issue, the light won't come on. Code 39/740 Excess TCC slip on a 4T60E is a
perfect example. They usually reside just after the test enable flags.
